Support the shaft verticaly with a solid base between the crank throw journal and press on the pipe to move the flywheel toward the journal enough to break the bond between the gib key, shaft and flywheel. Don't press end to end on the shaft or it will bend at the journal. Not all flywheels can be pressed in but I believe most can.

Center punch the end of the Gib key. drill and tap as large a hole as possible using a National Fine thread tap, finishing with a bottoming tap.
